Functions of the District Industries Centre

  • Implementation of Centrally Sponsored Scheme “PMEGP” and State sponsored Scheme “UYEGP” and “NEEDS” for generation of employment through establishment of micro and small enterprises in rural as well as urban areas.
  • Providing escort service to entrepreneurs towards identification of industry and preparation of project profiles for assistance from financial institution/banks, selection and purchase of machinery etc…
  • Obtaining clearance for starting industries from Government departments through single window clearance portal.
  • Creating awareness about the policies and programmes on industrial development of the State / Central Governments, through seminars and dissemination meets.

  • Registration and development of Industrial co-operative societies.

Self Employment Loan Schemes

Unemployed Youth Employment Generation Programme (UYEGP)

  • Un-employed Youth Employment Generation Programme (UYEGP) is being implemented in Ariyalur District by the District Industries Centre, Ariyalur. This Scheme is intended to mitigate the unemployment problems of the socially and economically weaker sections of the society particularly among the educated and unemployed youth, to become self employed by setting up economically viable Business Enterprises, excluding direct agricultural operations like raising crop etc.
  • The General Manager, District Industries Centre, Ariyalur is the Implementing Agency for UYEGP scheme.
  • Any individual above 18 years of age with minimum 8’th standard pass and with family annual income not exceeding Rs. 5.00 Lakhs is eligible to avail loan through all Nationalised Banks, Private Sector Banks and TAICO Bank under this scheme.
  • The maximum age limit to avail the above loan is 35 years for General Category and 45 years for Special Category (viz. Scheduled Caste / Scheduled Tribes / Backward Classes / Most Backward Classes / Minorities / Women / Ex-servicemen / Physically Challenged / Transgender).
  • The maximum cost of the project is Rs.15.00 Lakh for Manufacturing sector with subsidy assistance of 25% of the project cost and Maximum subsidy assistance is 50 Lakhs.
  • The maximum cost of the project is Rs.5.00 Lakhs for Business and Service sector with subsidy assistance of 25% of the project cost and Maximum subsidy assistance is 25 Lakhs.
  • The Promoter’s Contribution is just 10% for General Category, 5% for Special Category of entrepreneurs.
  • Online EDP training is mandatory for the selected beneficiaries. The selection of beneficiaries is through interview process by the District Task Force Committee that will be convened at least once in a fortnight.

New Entrepreneur-cum-Enterprise Development Scheme (NEEDS)

  • New Entrepreneur-cum-Enterprise Development Scheme (NEEDS) is being implemented in Ariyalur District by the District Industries Centre, Ariyalur. This Scheme is intended to assist educated youth to become first generation entrepreneurs and under this scheme educated youth will be given entrepreneurship training, assist to prepare their business plans and tie up with financial institutions to set up new manufacturing or service enterprise successfully.
  • Educated youth with HSC / any Degree, Diploma, ITI / Vocational Training fromrecognized Institutions, aspiring to become entrepreneurs would be eligible for assistance under the scheme.
  • The Applicant should have completed minimum 21 years of age but should not have completed 35 years for general Category and 45 years for special category (viz. Scheduled Caste / Scheduled Tribes / Backward Classes / Most Backward Classes / Minorities / Women / Ex-servicemen / Physically Challenged / Transgender) of entrepreneurs on the date of application.
  • The cost of the project is above 10 Lakhs and not exceeding Rs. 500 Lakhs for Manufacturing sector and Service sector with subsidy assistance of 25%(i.e maximum limit of the Capital Subsidy upto 75 lakhs) for the value of the Plant, Machinery and Equipment cost and Cost of building to be Constructed and additional 10% subsidy for SC,ST and Differently Abled persons.
  • The Applicant should be a resident of Tamil Nadu state for not less than 3 years.
  • The Promoter’s Contribution is just 10% for general category, 5% for special category.

Prime Minister’s Employment Generation Programme (PMEGP)

  • Government of India has approved the introduction of a new credit linked subsidy programme called Prime Minister’s Employment Generation Programme (PMEGP) for generation of employment opportunities through establishment of micro enterprises in rural as well as urban areas. The Scheme will be implemented by Khadi and Village Industries Commission (KVIC), a statutory organization under the administrative control of the Ministry of MSME as the single nodal agency at the National level. At the State level, the Scheme will be implemented through State KVIC Directorates, State Khadi and Village Industries Boards (KVIBs) and District Industries Centres (DICs) and banks.
  • To generate employment opportunities in rural as well as urban areas of the country through setting up of new self-employment ventures / projects / micro enterprises.
  • To bring together widely dispersed traditional artisans/ rural and urban unemployed youth and give them self-employment opportunities to the extent possible, at their place.
  • To provide continuous and sustainable employment to a large segment of traditional and prospective artisans and rural and urban unemployed youth in the country, so as to help arrest migration of rural youth to urban areas.
  • To increase the wage earning capacity of artisans and contribute to increase in the growth rate of rural and urban employment.

 Quantum of Assistance

  • The maximum cost of the project / unit admissible under manufacturing sector is Rs. 50 The maximum cost of the project / unit admissible under business / service sector is Rs. 20 lakh. The balance amount of the total project cost will be provided by Banks as term loan.
  • Any individual, above 18 years of age.
  • There will be no income ceiling for assistance for setting up projects under PMEGP.
  • For setting up of project costing above Rs.10 lakh in the manufacturing sector and above Rs. 5 lakh in the business / service sector, the beneficiaries should possess at least VIII standard pass educational qualification.
  • Assistance under the Scheme is available only for new projects sanctioned specifically under the PMEGP.
  • Self Help Groups (including those belonging to BPL provided that they have not availed benefits under any other Scheme) are also eligible for assistance under PMEGP.
  • Institutions registered under Societies Registration Act,1860; Production Co-operative Societies, and, Charitable Trusts, Existing Units (under PMRY, REGP or any other scheme of Government of India or State Government) and the units that have already availed Government Subsidy under any other scheme of Government of India or State Government are not eligible.

MSME Incentive Subsidy Schemes

The following incentives and concessions are being extended to the micro, small and medium enterprises in the state.

Capital Subsidy

  • 25% capital subsidy on the value of eligible plant and machinery, subject to a maximum of Rs.150.00 lakh.
  • Additional Capital subsidy 10% for micro enterprises on the investment made in plant and machinery value, subjected to a maximum of Rs.5.00 lakh.
  • Additional capital subsidy for enterprises set up by Women / Scheduled Caste / Scheduled Tribe / Differently Abled and Transgender entrepreneurs at the rate of 5% on the value of eligible plant and machinery, subject to a maximum of Rs.5.00 lakh.
  • Additional Capital Subsidy at the rate of 25% of plant and machinery value installed to promote such technology subjected to maximum of Rs.10.00 lakh for new and existing enterprises promotes cleaner and environmental friendly technologies.
  • All existing Micro and Small Manufacturing Enterprises setup anywhere in Tamil Nadu graduating to higher category by undertaking expansion/diversification are eligible for 5% additional capital subsidy subject to a maximum of Rs. 25 lakhs for scaling up.

Eligibility Criteria

  • All new micro manufacturing enterprises established anywhere in the state.
  • All new small and medium enterprises under 24 thrust sectors established anywhere in the state
  • All new small and medium manufacturing enterprises established in the 254 industrially backward blocks.
  • All new agro based small and medium manufacturing enterprises established in the 388 blocks of the state.
  • Existing manufacturing enterprises of the above categories which have taken up substantial expansion/diversification of the existing activities.

Low Tension Power Tariff(Ltpt) Subsidy

Following category of manufacturing Enterprises/activities using Low Tension Power supply (Tariff III B) only are eligible for LTPT subsidy

New Enterprises

All new Micro manufacturing enterprises established anywhere in the State

Expansion / diversification Enterprises

Existing Manufacturing Enterprises of the above categories which have taken up substantial expansion / diversification of the existing activities.

Expansion / diversification Enterprises

20% of the Power charges paid by the enterprises to TANGEDCO for the first 36 months from the date of commencement of production or from the date of power connection, whichever is later.

Generator Subsidy

All Micro manufacturing enterprises established anywhere in the state are eligible for a subsidy of 25% on the cost of generator set purchased (upto 320 KVA capacity), subject to a maximum of Rs.5.00 lakhs.

Back – Ended Interest Subsidy

Eligible enterprises

Micro and Small Enterprises who have availed term loan under Technology up gradation / modernization schemes.

Quantum of Assistance

  • For CGTMSE: The interest subsidy shall be at the rate of 5% for a maximum of 5 years only, irrespective of the period of repayment of the loan. Further, the maximum amount of back-ended interest subsidy payable per loan shall be Rs.20 lakh only on loans taken up to Rs.200 lakh.
  • For Technology Upgradation/Modernisation Schemes(TUF): The interest subsidy shall be at the rate of 5% for a maximum of 5 years only, irrespective of the period of repayment of the loan. Further, the maximum amount of back-ended interest subsidy payable per loan shall be Rs.25 lakh only on loans taken up to Rs.500 lakh.

Scheme for Promotion of Energy Audit and Conservation of Energy (PEACE)

Objectives

  • Main objective is to identify the major sources of energy in use, identifying the lapses in energy usage, identifying areas to improve energy usage, determining the level of consumption of the energy sources and recommending measures that will enhance energy savings in the industry.
  • Eligible MSMEs shall file its claim within one year from the date of completion of Energy Audit.
  • Bureau of Energy Efficiency empanelled energy auditing firms/Cos., (with auditing teams led by Bureau of Energy Efficiency accredited Energy Auditors) or Bureau of Energy Efficiency accredited individual Energy Auditors only be engaged.

Highlights of the Schemes

  • Incentive for conducting detailed energy audit @ 75% of the energy audit cost subject to a maximum of RS. 1.00 lakh per energy audit per unit.
  • Incentive for implementing energy audit recommendations @ 50% of the cost of the eligible components, subject to a maximum of Rs.10,00,000.

 Quality Certificate (Q-CERT)

The scheme aims to encourage MSMEs to acquire quality Standards/certifications for process and product, such as ISO 9000/ISO 14001/ISO 22000/Hazard Analysis and Critical Control Point (HACCP)/ Good Hygienic Practices (GHP) / Good Manufacturing Practices (GMP) Certifications, BIS Certification, Zero Defect and Zero Effect (ZED) Rating or any other international quality certification recognized in India by a competent authority.

Quantum of Subsidy

The government reimburses 100% payments made to Consultancy and certification agencies towards acquiring such Quality Certification subject to a ceiling of Rs.2.00 lakhs for National level certification and Rs.10.00 lakhs for International level Certification. The Individual should apply Within one year from the Date of Certification.

Reimbursement of Stamp Duty & Registration Charges

All new Micro and Small enterprises set up in declared 254 industrially backward blocks are eligible to avail 50% reimbursement of stamp duty and Registration charges paid to the Registration department on purchase of land meant for industrial use.

Subsidy for Asset Creation for Intellectual Property

Quantum of Assistance

  • For Patent Registration: 75% subsidy on the cost of filing of the application for Patent Registration including the cost of first-time maintenance fee of the granted application, subject to a maximum of Rs.3.00 lakh per Patent registered.
  • For Trade Mark Registration or Geographical Indications (GI): 50% subsidy on the cost of filing application for Trade Mark Registration including the cost of first-time maintenance fee of the granted application, subject to a maximum of Rs.25, 000/- per Trade Mark or Geographical Indications registered.

Pay Roll Subsidy

Quantum of Assistance

Reimbursement of employee’s contribution to the EPF for their employees for the first three years subject to a maximum of Rs.24,000/- per employee per annum, if employment is provided to more than 20 persons.

Eligible Enterprises

  • All micro enterprises anywhere in the State.
  • Small and medium enterprises set up in 254 industrially backward blocks and all industrial estates promoted by the Government and the Government agencies like SIPCOT, TANSIDCO etc.,
  • Agro based small and medium enterprises set up in all 388 blocks of the state.

Scheme for Fund Raising Through SME Exchange

To facilitate high growth potential SMEs in the State to raise equity capital through SME Exchange utilizing IPOs, in both the manufacturing and services sector,

Quantum of Assistance

One time assistance of 20% of the expenditure occurred for listing, subject to a maximum of Rs.5 lakh for successful listing on the SME Exchange.

MSME Skill Training & Employment Scheme

The MSME Skill Training and Employment Scheme aims at promotion of the MSME sector by providing them with necessary skilled human resources.  Micro, Small and Medium Enterprises units will give required skill training to the youth for six months. During the training period, Micro, Small and Medium Enterprises units will give stipend of RS.5000/- per month. On completion of the training, of six months, the Government will reimburse an amount of Rs.12,000/- to the unit. Rs.2000/- per month will be reimbursed by the TNSDC to the MSMEs. Six month will be the upper limit for the financial support. Further, on completion of the training successfully after six months, the National Skill Development Corporation (NSDC) will assess the skill acquired by the trained candidates and issue necessary certificates.

Single Window Facilitation for MSMEs

In order to improve the ease of doing business in the State and to create an investor friendly climate for both domestic and global business communities the Government of Tamil Nadu has enacted Business Facilitation Act, 2018.

  • The Act envisages single point receipt of applications for securing clearances that are required to establish or expand an enterprise and for clearances required during normal course of business including renewals in a time-bound manner.
  • Through the portal (www.tnswp.com) the enterprises can obtain 160 services from Departments such as Directorate of Town and Country Planning, Tamil Nadu Pollution Control Board, Fire and Rescue services, Directorate of Industrial Safety and Health, Department of Public Health and Preventive Medicine etc. during the pre-establishment, pre-operation, and renewal stages.
